A small island state with no natural resources, Singapore’s only resource is its people. Singapore must develop her people to the fullest potential, and a crucial stage of development is in a person’s childhood and adolescence.

MCYS believes in empowering our children and youth and providing them with conducive environments to grow and develop into good citizens and socially responsible adults.

    Rebuilding Children and Youth

    MCYS engages families, the community and partners (including the Subordinate Courts, the Ministry of Home Affairs and social service agencies) in the rehabilitation and reintegration of these children and youth.

    Protection under Children & Young Persons Act

    The Children & Young Persons Act (CYPA) is an Act that safeguards the care, protection and rehabilitation of our children and young persons who are below 16 years of age.

    Obligations under the UN Convention on the Rights of the Child

    The United Nations Convention on the Rights of the Child (UNCRC) is a comprehensive charter on the rights of children, setting minimum standards that governments should meet in providing healthcare, education, legal and social services in their countries.

    Obligations under the Hague Convention on the Civil Aspects of International Child Abduction

    The Hague Convention of 25 October 1980 on the Civil Aspects of International Child Abduction (HCCAICA) is a multilateral treaty which seeks to protect children from the harmful effects of abduction and retention across international boundaries when the child is taken away by a parent to another jurisdiction without the consent of the other parent.

    Children Beyond Parental Control

    Children beyond parental control are those below 16 years of age and who display behavioural problems in school or at home. They are not offenders, but their behaviour may be serious enough that parents might apply to the Court for assistance in managing them.

    Rehabilitation of Juvenile Offenders

    A range of community-based rehabilitative programmes and institutional rehabilitation are used to rehabilitate youths who have committed offences.

    Working with Partners to Help Youths-At-Risk

    As a member of the National Committee on Youth Guidance and Rehabilitation (NYGR), MCYS works with other ministries, agencies and organisations to research, develop and review programmes that help youths-at-risk find positive alternatives to crime and anti-social behaviour.
