Enabling Masterplan 2012-2016: Maximising Potential, Embracing Differences

We have developed the Enabling Masterplan 2012-2016.

Our vision is for an inclusive Singapore where every person with disability can maximise his potential and is embraced as an integral member of our society. Guiding principles of the Enabling Masterplan 2012-2016 are:

Enabling Masterplan 2012-2016 adopts a life-course approach starting with the early pre-school years, then to the education and employment phase of life, and the adult and ageing years. The Masterplan identifies the needs of persons with disabilities at every phase of life, as well as gaps in the current landscape. We have recommended policies, programmes and services to plug the gaps. We have also studied the needs of caregivers so as to support families in caring for persons with disabilities. We have also looked at how persons with disabilities can pursue healthy lifestyles so they can have a good quality of life.

The Enabling Masterplan Steering Committee was chaired by Mr. Chua Chin Kiat who is also Chairman of the Centre for Enabled Living, which is the first stop Information and Referral centre for persons with disabilities and the elderly, and their caregivers. The composition of the Steering Committee reflects the 3P (People-Private-Public Sector) approach, with representatives from voluntary welfare organisations as well the private and public sectors. Some members are themselves persons with disabilities or parents and caregivers of persons with disabilities.


We continue to welcome feedback and insights from persons with disabilities, family, friends, employers and caregivers of persons with disabilities and the general public.


Together, we can make a difference. Together, we can fully maximise the potential of every person with disability and fully embrace them in society.

    The IT Apprenticeship Programme focuses on bridging the gap between IT training and employment for people with disabilities.
