Couples will be required to attend a marriage preparation programme before issuance of the marriage licence or special marriage licence, if:
- at least one party is aged below 18 years; or
- both parties are aged 18 years and above but below 21 years; and
- where at least one party is a Singapore Citizen/Singapore Permanent Resident.
MCYS will fund up to $350 per couple if couples attend any of the marriage preparation programmes listed in the brochure.
